Robbed of HDD space?

Hi,
I have a 10GB partition on my of my HDDs that's used for a 2nd Windows XP installation. Since it's a bare installation with no software installed, there are only 3 main folders on that HDD - Program Files, Documents and Settings, and Windows. The total space used by these 3 folders as reported by Windows Explorer is just under 2GB, but strangely, Windows reports that I only have ~3GB of space left. I moved all 3 folders to another HDD and with absolutely no files on the drive, Explorer still reports that I have ~5GB left, when I should have 10GB. What's taking up all that space?

btw I've set folder options to show all hidden/system files so it ain't hidden/system files.

System Restore might be taking up a good chunk (but maybe not since you said fresh install). It wouldn't hurt to look- system properties (handy-dandy shortcut: winkey+pause/break), look at system restore tab, reduce to half (or whatever) and disk space should instantly reappear).
Another nifty tool to see how your hd space is allocated (using a graph) is called sequoiaview, I use it myself:
