Roadrunner putting bandwith caps on their service. What does this mean to the users?

This was on Roadrunner's main page. If I recall how to do this correctly 2mbps downstream is actually 256k/sec? However the upstream sucks. Looks like it's going to be limited to 48k/sec. Anyone else know or hear anything about this?

RESIDENTIAL SERVICE UPDATE

We would like to take this opportunity to notify you in advance of a modification to our bandwidth allocation policy effective August 16, 2001 to benefit all Road Runner subscribers.

In order to provide a more consistent on-line experience for all users, we will be adjusting our bandwidth allocation to 2Mbs downstream and 384Kbs upstream. Similarly, our cable network maintains its capacity to add bandwidth to its Road Runner service to support the growing customer base. With this ability to add bandwidth, you can expect the fastest and most robust Internet service today and into the future.

A very small percentage of our subscribers (between 1-3%) at any given time accounts for up to 80% of the network load that can result in service degradation for users who are not transferring large files or video streams. Our reconfiguration serves as a load-balancing mechanism to lessen the impact of these large-bandwidth users and to solve any congestion problems.

By setting a default level of service, we will be better able to serve all of our customers with a consistently faster speed of service, while continuing to provide speeds far in excess of dial-up options.

Because we operate in a shared environment -- as does the Internet as a whole -- there are multiple factors that determine the speeds a customer will achieve on a per-usage basis, right down to the type of computer they have. We believe that our new bandwidth allocation is a positive step we can take to maximize usage for all customers, all the time.

In summary, our goal is to ensure that Road Runner offers the fastest level of service for all users and that it remains competitively priced. We are also proud of the fact that we offer a low-cost initial investment to subscribers, no long-term contract, and a 30-day money back guarantee. We believe that Road Runner offers the best and fastest on-line service around. This change is being undertaken to improve service to all of our Customers.

Hah! I wish I got 2mb/sec down and 384kb/sec up. I'm stuck with 1.5mb/128kb. I have Mediaone. No, wait, Mediaone/RoadRunner. No, wait, AT&T. No, wait, AT&T/RoadRunner. No, wait, AT&T@Home.

I'm at 4/128kbps, @Home.

US seems to kinda such for highspeed. Back in Canada its been 4/1 mbps or more for a couple of years and its generally cheaper than down here too!

oh boo hoo hoo

I get 256k/64k for 40 bucks a month.

EDIT: to clarify - that's 32K/8K I didnt make a capitalization mistake.

Thats the best/money I can get too. I could get 1.5mbps for 100 bucks a month and thats the absolute fastest anything gets here.

I am still in high school so my parents pay for the cable and cable modem but I think I will personally spring for the next level - 512/128.

They have a promotion for double up for 10 bucks more

Damn. That's a lot to pay. I get the 15 dollar a month BASIC BASIC cable. I get NO good extra channels and it doesn't even require a cable box. 57 dollars is what it costs now - 67 for 512.

They're raising the upload cap for me if it's 48KB/s now. :)

I've also gone through the.. Mediaone Roadrunner, then AT&T, now AT&T Broadband.

I went over the bandwidth cap on their web hosting space though..
