RMA Newbie Question: Who should I RMA my board to?

Hello, about 6 months ago i bought an ECS K7S5A motherboard from newegg.com and it has gone bad, and i have tried to make it work, but it wont. I have to rebbot twice each time i turn the pc on to get into windows and i can't install linux, because the system hangs whenever it checks the "scsi hosts" i can see a "kernel panic" error o nthe install windows, no kidding. I am pretty sure that it is the IDE controllers on the motherboard, because in order to get in to windows i have to remove those drivers in safe mode, and reinstall them when i reboot. anyways, the point is, the board is bad (in my opinion) and i have tried for a good time to work it out but i cant, so i would liek to RMA it if possible.

However i have never RMA'd something before. And i go to newegg's site and it says "30 days return policy" and ECS's site says one year but "from a direct buyer with a valid ECS invoice". What am i to do? can i RMA this board? To whom? should i tear it to pieces? :( Please help....
