I remember a few years back, I saw a Dell laptop that had a "filler plug" plugged into the built-in ethernet port.

I have an application where I need a ton of these. I found the part number for the Dell one (29DGY), but it seems to be a rare part and some laptop part sellers want like $30.00 for them :)

I can't find them at any standard connectivity websites.

Does anyone know a more proper name for them?

It basically plugs into the port, making the port appear flat and blocked off.

Let's say you have a networking switch that you want to block off some ports on. This piece will stick into the RJ45 port itself, blocking it off.

It doesn't connect to the wallplate or other housing. Basically, a Male RJ45 plug that is black plastic and flat.

Yeah!
They are just there to keep the connectors clean.
Just plug in an RJ45 connector vand put a strip of tape across it to seal it off.

There is such a product. I got them on my telco patch panels. But I can't remember who makes them.

Part No. HC-RJ45F

This place is more of a distributer, so they will charge you a surcharge for small orders. But a lot of the cables here are cheap and of decent quality.
