It won't matter if the software doesn't recognize and know how to use the onboard T&L unit of a GeForce or Radeon card. And since Counter Strike is based on the old Quake2 engine, I can almost guarantee it won't use onboard T&L. With that said, the RivaTNT is still a decent card, definitely enough to play CS at 30+ fps at 640x480 and possibly 800x600. I have a craptacular s3 Savage3D card on my p3 450 at work and it can run CS at 640x480 at about 25 - 30 fps, a bit choppy but still very playable. All my co-workers who opted for a laptop instead of a desktop are jealous I can even run CS with hardware acceleration at all, lol.
