Rise of Tomb Raider - weird fps spikes -GPUZ shows util.

Hello. When i left Rise of Tomb Raider running without touching anything ( mouse or keyboard ) i am getting weird random fps drops.
I minimize fast game and check gpuz : clock drop from 1975mhz to 1264mhz in this moment. And in this moment gpuz shows UTIL ( not VREL ).
Is this game or card issue?

Gigabyte 1080 Xtreme, 6700K . Nothing overclocked.

"Util" perfcap reason means the card is not (much) used at the moment. You probably put the game in the background and its idling, entered some power save mode.

Its not idling in background ( minimized ). I am in game but not touching keyboard or mouse. Just standing with main character. And then i have that fps spikes and drop every 40 minutes maybe. Its software or hardware related?

Every now and again Windows 10 uses a chunk of CPU for a couple of seconds. I have no idea why, but it's possible that this could cause a dip in your GPU clock if there isn't enough CPU left to send the GPU the data it needs.

It happen when i am doing nothing in game. Just standing in the same place by main character.

It spike every 30-40 minutes.

watch task manager and you can see what is stealing cpu cycles.
I'd guess the drop in cpu cycles is causing your
gpu to work less,this is dropping gpu speed.
