Right clicking in start menu doesn't work

I just did a clean install of Win2k and can't right click in the program menus to rearrange the icons. I've googled but haven't come up with any solution except a registry key probably needs to be changed.

I've also checked Tweak UI and Xsetup but can't find anything that would shut off the right click (which is working everywhere but the Start Menu).
 
Is there an option to enable drag and drop like with XP? It's been so long since I used W2K, I don't remember.

It should be under Control Panel --> Taskbar and Start Menu.

No, no option.

EDIT: Problem solved, I have turned off context menus in XSetup.
