Riding mower belt issue

The last time I rode this was last fall and the belt popped off and I put it back on and parked it. I just changed the oil and fired it up the first time since then and when I engage the blades it dies and the blades require a lot of pressure to move by hand like the belt isn't on right. Does it look like I ran it right?

It looks sort of like you may have the belt on the wrong side of the pulley brake on the left side (when viewed as though seated on the mower), but I can't be sure. The general routing appears correct, but I don't know for sure about those spring-loaded dealies that look like they might be pulley brakes (these guys: http://img837.imageshack.us/img837/8646/img0306ss.jpg ).

Sounds like one of the bearings on the deck has seized. Alternately, if the mower has a blade brake the blade brake might be stuck on.
