Ridiculous Vista Error

I just activated the guest account. I went to log on for the first time and it said please wait while it sets up the desktop. After a few minutes of waiting I hit CTRL+ALT+DEL to bring up the taskmanager and I saw like 50 windows open that say:

"Windows cannot open this file."
Select a program to open this file with.

Its .exe files-- even links arent working! What is going on?

Same thing happens now every time I log on... basically all the startup files can't be executed.

EDIT: Ok... so I set the guest account to belong to the "USERS" group only and it worked fine. Then I restored it to the "GUESTS" group where it belongs and every single startup item has that problem again.

The guest account exists for legacy reasons, it's not intended to be enabled. If you need a 'guest' account, create a normal account and let user use that one.
