Ridgeway Grandfather clock

I attended an auction this weekend and picked up a Ridgeway grandfather clock. The clock works great, however, the chime mechanism doesnt. It starts to work, and then stops mid chime and has to be "helped" by manually turning the governer fan. I'm a bit stumped why this is happening, but was hoping to find someone on here with more knowledge than I have about why this might not be working.

I took the clock face off and don't see any gunk or anything else stopping it from working. I did use a little 3 in 1 oil on the pivot points, but there was no change and I don't want to gunk everything up so I cleaned that off as best as I could. It might be time to call in a professional to take a look and clean it all up but was hoping someone could pinpoint exactly what I should be looking at first.

The cables and weights look fine and I'm sure I have all the weights in the correct spaces (they were labelled). I don't see any overlapping of the cables on the rollers either.

For clock movements you should be using machine oil, not 3 in 1. You may want to get some and try it first.
