yeah, says in the article, they're not stopping legal battles, they're just lining themselves up to declare victory later. This stupidness is far from over

It's like PETA saying that they will never eliminate meat as a food. Does that mean they are going to stop trying?

The RIAA has pledged to crack down even harder on illegal music sites in 2003 - targeting offices and universities where people use computers to download songs.

I agree, whenever the RIAA sees that they cant sue anyone else they can stop and declare victory over online music piracy, whoopy for them

Lol if by underground they mean everywhere, when peoples aging parents are downloading music, they're right ;)

They do mention going after more business and universities this year with the dangers, should be interesting.

Well, when the Recording Industry is hated by the bands who strike deals with them. I have no remorse from downloading songs. (Do buy CD's from time to time)
