I want to use a rheostat to control my delta screamer. The radio shack near me only has a 3 watt rheostat. Will this be able to handle the delta? my physics sucks so i can't figure this out on my own. Thanks in advance.

3 watts is more than adequate for 1 Delta Screamer.

The rheostat I would use would be variable to 20 Ohms assuming your Delta fan is rated at about 6.8 watts.

A 3 watt, 20 ohm rheostat is what I'd buy. I don't know if a 25ohm resistor would stall the fan.. my guess is it probably wouldn't.

I should buy a package of resistors and start playing with them, hehe :) Then post graphs with different brand name fans and RPMS, CFM and such with the different resistors. So people could look at the chart, and buy a single 10 cent resistor according to how they want their fan to opperate. No need for a $50 fan bus.
