S-video is going to look horrible so r/g/b to VGA would be the only option to attempt to get good output.

As an alternative, you could get a cheap PCI videocard and use that to hook up the second monitor. That would probably be cheaper and easier than getting an adapter.

I don't know what the OP means by "RGB". Component (YPbPr, usually with red/green/blue cables)? SCART? Or something else?

I'm guessing component, since the 9800Pro can actually output that. However, I'm not sure you can output component + VGA/DVI at the same time on the 9800 AIW.

Component to VGA requires a (pricey) transcoder. Get a second video card.

Component is sometimes RGB, but RGB usually refers to three cables, each carrying red, blue, and green, with sync usually on green, as opposed to Y/Pb/Pr. VGA carries pins for RGBHV, interestingly enough.
