Rewriting user-submission based site. Which Platform?

Hey guys,

I'm going to be redoing www.cultmetal.com site, where users submit pictures and information on metal releases. And was wondering if anybody has any suggestions on what kind of platform/environment to use that would be a simple and nice solution for this.

Is this something that has an out-of-the-box package, or write this in RubyOnRails? More PHP?

Any ideas?

Go with PHP. It's easy and a widely documented web language. If you don't want to write your code from scratch, you can look at symfony, cakephp, CodeIgniter and other frameworks built with PHP that try to emulate Rails.
