As you might have figured I'm a semi-newbie in desgining websites. What is the best way to get away from frames? Should I make some sort of template with the nav bar on the side or top then I can just fill out the content for each page. What is the best way to utilize a nav bar and make it easy on myself.

Use includes. ASP is easiest IMO. Here's a subdomain site I made. Pretty simple and not a lot of pages, but I can change almost anything with a few clicks. Look at the code and you'll find the commented include files.

I like the way you made the nav bar a part of the page and I like the dialy web journal. Pretty cool. Is there some sites that helped you learn how to do this ?

Hey I was into cars and geek stuff before it was cool
