There is such a thing as reverse racism but it has to meet very strict criteria to qualify, and the story in that article sure as shit does not.
No such thing. Racism is racism no matter the race of the practitioners.

This term was created to imply that dominant groups could be the victims of racism. Racism includes having a certain power in society, power which non-dominant groups do not have. It is a term used consciously or unconsciously to blame and place non-dominant groups back in a targeted position. When dominant groups are discriminated against it is simply "discrimination."
Reverse-racism, if anything, would be fair and equal treatment of races.

Asking where someone is from is racism? Does it count if I ask someone of the same skin colour too? I do that all the time! "You're taking our jobs away" is only racism if you're talking about a race of people. Generally people are only referring to immigrants, and not natural born citizens, which makes it nationalist, not racist. "Racism doesn't exist" is not racist, it is ignorant of the facts.
