NEW YORK (Reuters) - The NFL officially reinstated veteran quarterback Brett Favre on Monday, clearing the way for his return to the Green Bay Packers. NFL commissioner Roger Goodell's announcement ended constant media speculation on the 38-year-old's playing status after he had retired earlier this year.

Favre, the all-time leader in touchdown passes (442) and passing yards (61,655), quit in March at a tearful news conference after leading the Packers to a 13-3 record and the NFC title game.

However, he had a change of heart after Green Bay decided to hand the reins of the offense to Aaron Rodgers, Favre's understudy for the past three seasons.

Favre will undergo a physical examination and a running test when he reports to the team's training camp on Monday. Coach Mike Sherman is scheduled to speak to both quarterbacks in the evening.

'MOVE FORWARD'

"It's important for us to communicate," Sherman told reporters. "There are things we need to go through and from that conversation we will move forward."

Whether Favre is the starting quarterback when the regular-season starts next month is yet to be determined.

"With Brett coming back, if they do open it up to a competition then I get a chance to compete," Rodgers said. "That's all I can ask."

Favre, who started 275 consecutive regular-season and playoff games, also broke NFL records in his final campaign for pass completions (5,377) and games with at least three touchdown passes (63).

The league's only triple Most Valuable Player, he led the Packers to the 1997 Super Bowl title and was named to nine Pro Bowl teams.

The Packers did not practice on Monday so Favre's return to action will be delayed until at least Tuesday.
