retrieving from recycling bin

so i had a file i need a friend deleted and emptied the recycle bin. how do i get it back? i know it is possible, i just cannot find a way.

There are thousands of undelete programs that your friend can download. However, to be extra safe, don't download or install any program on the same drive! You might just overwrite the data you are trying to save. Use a portable drive (like a USB drive) to install the program.
