retire function in OGR

I had a moment to set up the retire functionality in the OGR ppstats scripts. At the same time, I made the look'n'feel the same as the RC5 stats.

Any retired email addresses you had for RC5 should be the same in OGR now (they read from the same file). If there is anything strange, please LMK.

To retire email addresses in either RC5 or OGR, please send me a message at mika.anderson@bigfoot.com with the subject pproxy: retire containing the following:
old email: oldemail@address.com
new email: newemail@address.com
