Tom's Hardware tried running a P4 with no heatsink. It was extremely slow due to the thermal throttling kicking in, but you could use it. I call shens on the video.
 
See all that smoke? It's all dead hardware, they drilled a hole in the motherboard under the chip and aimed a firework through the hole.

That all depends on the P4 revision, older P4's did not have Clock Throttling.
