Retail Version of Vista delayed

Uh no, OEM will not be available in November. Customers with volume license agreements will be able to get access to Vista RTM at that point.

In the two months following the RTM in November, Vista will be distributed to OEMs and retailers to be made available preinstalled on PCs and on the shelves in January.
 
Yes, businesses, schools, etc. Basically any organization with a decent amount of Windows computers.

The original plan was for Vista to be available for consumer use in November, which would've meant an RTM of September probably. Now, they have decided that they will need a few more weeks to meet the quality bars that have been set. Either way, it only takes a couple of weeks after RTM to distribute Vista to volume license customers, while there is much more involved with getting it to the general marketplace through OEMs and retailers.

Microsoft is very aware of what missing the Christmas season means. The fact that they are willing to do so to deliver an OS that meets the quality goals should tell you a lot.
