After a few disasters with non-Valve games on Steam i have regressed to buying retail. I picked up Fallout today and notice that it requires Steam. WTF is up with that? Can i play without Steam? If i had known Steam was required i would NOT have picked this up.

Yup it's a Steamworks game. You have to have Steam to play it. Honestly, Steam is infinitely better than GFWL which Fallout 3 needed.

Just download a pirated version/crack (if there is one that can bypass steam using a retail copy)

You can just use steam in off-line mode, though if you want updates and such Steam is the only way you can get those.

Well, so long as i can play without Steam, as i would with a crack, i will be happy. I hate Steam and GFWL. GFWL for causing headaches, and Steam for taking over $80 for games that i was never able to play.

Heh, I'm in the same boat. I saw retail FO:NV tonight at WalMart for $50. I think I'll pick it up soon, but I'll just dl a version that doesn't have Steam.
