Retail or OEM?

In the case of the ATI Radeon, are the OEM versions slower than the Retail ones?
im my case im interested in the 64MB ddr vivo
 
They are but with a simple utility you can overclock them.

Same goes for the other versions like VE, LE etc/
 
are there any other differencs between them like quality in the components, or lack of fan for the oem one? it is safe to buy the oem one and overclock it?
 
There are different kinds of Radeon, so it depends on what you comparing. The OEM 64 MB and 32 MB are usually clocked at 166Mhz or less, while the LE is 148Mhz I believe. The VE is just different than the rest, so even if you overclock you won't get it to be as fast as the others.

And yes, the OEM usually don't have a fan, and the 64 MB may not have TV in/out features.

Quite a few people on rage3d have confirmed the existence of new "SE" class Radeon 64s with 5ns ESMT ram clocked at 198/198. These aren't advertised but some of the high turnover stores have been shipping these and it would appear that this will eventually replace the 183/183 retail 64s. http://www.invado.com/is where most people seem to be getting the SEs.
