So say you don't have a lot of experience (time-wise), but a lot of qualifications and a variety of hands-on experience (i.e. certs, multiple platforms, languages,etc).

Would you:
1. Summarize your resume into a single page with highlights of your skills, and a work history
Or
2. Show your qualifications in detail first, and then your work history, but end up using 2 pages rather than one?
3. Other - explain below. (Please say if you/are not in a management/HR/Recruiting position)

On one hand I worry that if qualifications are what I have going for me most, I should use those listed first. However, on the other hand most employers want to see how long you've worked.

Absolutely limited to 1 page. I don't care how qualified you are... find a way to trim it down because nobody will want to read anything longer.

You should be as concise as possible. If you know multiple languages, that should take only 1-2 lines (e.g., Python, Ruby, Java, C/C++, Assembly, ...), and likewise with platforms. You should not elaborate more than that (describing job/project experience comes separately, of course, and deserves 1-2 lines of description per job/project). Likewise, just list your certifications.

Always go with one page. A resume should be an eye catching summary of your qualifications, not a life story. Save the rest for the interview.

qualifications are all stuff n fluff... save em for the interview.
job experience (IT related or not) is really what matters most.
