restricting USB to one device

Hi all

I need help on restricting USB port to just one device on a Win2K station
For example, a user has a Wacom on USB. I want them to use only that and not be able to take it out and pop in a thumb drive for a while.

Most solutions seem to only block everything or enable everything on a USB port. I need something a little more finegrained. Any ideas ? I have asked tons of people including Apple folks.
