restricting internet to 30 min/day in xp mce?

I have xp media center edition 2005. Is it possible to restrict internet usage to 30 minutes a day depending on the user? Internet usage will be wireless on netgear router.
 
It would appear to be possible. But, how effective? I can't say. I assume you want to impose some sort of parental control over a kid's usage?
