Restricting Internet Access

Using Internet Explorer 5, is there any way to restict ALL but one site.

I have set-up a guestbook in a public area and only wish people to access this one site. That site is on the WWW and I have no proxy server of any sort.

Any ideas how to set this up from within Windows 98?
 
This is an option, but I was hoping for a quicker fix.

The thing is up live now, and we're having issues with little Johnny checkin' the hotmail account. I can restrict specific sites, but not a range of sites.
