Is there a guideline for setting up a user account that has enough permission to run (not install) all games, but is still secure from malware? Giving them "Power User" seems to still allow a lot of malware in come in, but giving them "User" does not seem to work for a lot of games.
 
FireFox + NoScript + Adblock Plus should take care of just about everything. If that's not enough, setup a separate user account that requires admin password to install programs.
 
Games will work just fine in limited mode if you give "everyone" ownership of the games folder. The only exception is Steam, since that program is somewhat broken and requires administrator access all the time for no reason.

What he could do is crack all of his Steam games, but that might be a lot more effort than it's worth.

edit: I noticed that Steam's system service is default set to manual. You could try setting that to automatic and see what happens. Games that are protected by Steam DRM might still run as long as Steam is running under at least one user. This is purely speculation, but it's worth trying.
