Restoring Win 2000 DC (PDC) in 11 domain arch.

Company had the main DC go down and their previous IT reinstalled into a new "winnt2" directory and now IIS and some of the connections to the WAN side domains is intermittant. None of the settings were re-set into the new install so its understandable why they are having trouble. I figure a fresh install and restore from a backup will get most of what is needed back online. Only trouble is connecting the new DC after a fresh install. Will just giving it the same name and useing the current settings work or is this going to be a big pain? I will have to promote another DC to the main status but havent done so inh this large of a scale, should I be worried and has anyone done this already? Any help apprieciated.
