Restoring the registry in Windows XP

In Windows 98 & Windows Me it was possible to restore the registry using the SCANREG /RESTORE command from DOS. This is lost with WindowsXP. Is the only alternative the System Restore facility and "Last Known Good Configuration" from the boot options? I have turned off system restore on my machine and have encountered problems with this in the past. It would be good to know if there is another option.
