Restore Image or Clean Install

Right now I have three partitions: one for OS, one for apps, one for storage. I want to get all the gunk out of my system and have it running as good as new. When I built the computer a year ago I made a clean image of the OS partition with Acronis right after I installed the drivers and updates. Will restoring this image have the same effect as a formatting and doing a clean install? If yes, is there a way to format only the other two partitions separately?
 
Restoring an image of the OS will put it in exactly the same state as it was when you made the image. I have a base image I restore instead of installing the OS fresh.

You can always format partitions via storage management or by formatting in explorer.
