Resource Conflict-PCI Network Controller

My computer was been running fine recently until it froze shortly after connecting to the Internet via a cable modem for the first time. A few months ago, I networked it with my other computer using a Netgear router and using Realtek RTL8139 (A/B/C/8130) PCI Fast Ethernet NICs. There have been no problems. Then, shortly after connecting to the Internet through my router and new able modem, the computer froze. When I restarted it, an error appeared during the boot-up: "Resource Conflict-PCI Network Controller, Bus:00, Device:10, Functions:00." Device manager showed no problems with any of the networking items. Still, the thought of uninstalling the NIC and then reinstalling it sounded reasonable. After removing it, the pre-boot error continued to appear, and the computer has been freezing every time I try reinstalling the NIC. Device manager now seems to show that it is installed but that Windows failed to respond while trying to contact it and that it will no longer try to do so. When I bypassed that, Windows froze while starting. Any ideas what is wrong and how to fix this? Of additional note is that my second computer doesn't seem to be able to detect the cable in order to go on-line that way.
