resolution/refresh question

I got a viewsonic A90f+ on sale for $229 last week. Like it fine, but at higher resolutions, like 1152x864, when I up the refresh rate to 75H, I get a little flicker on the left side of the screen. I have to scale back to 60H to get rid of it. Here's my question: does my video card have any relation to this? I'm asking because I'm about to upgrade the whole system, including video card, and I'm wondering if a new video card will allow me to up the refresh to 75H without the flicker. I'm guessing no but thought I'd check with the gurus first. Thanks!

Also - a followup question..... in playing around with the settings, I was able to set the refresh rate to 80H, and the flicker is now gone. However, the monitor in theory only supports up to 75H. Am I going to hurt it setting it to 80? Reduce the life or anything?
