I started playing NFSU2 yesterday, and I noticed that my screen resolution will not go past 1024x768. I was playing doom3 @ 1600x1200/ultra so I dont think its any type of limitation based on my video card. I have a 5900XT Golden sample OC'd to 468/860 btw.
 
Some games don't offer high resolutiuons, I never played NFSU2, so if it was there once for you and not now, either try patching it or resinstalling it.
