Resolution issues with ATI HD 4350

I have a 4350 in my WHS machine. I recently updated the drivers to the latest catalyst, but there's an issue.
Whenever I reboot, the screen res reverts to 1280. If I open CC, I can adjust to 1920. However, when I right click on desktop, go to properties and video settings there, the highest res I have available is 1280. Only in the CC can I get the 1920. I think this is why its revert to 1280 on reboot?

For the love of me though I can't figure it out.
