Resize/Redistribute disk space in Vista

I'm trying to resize the partition that Vista is installed on and create some unallocated space. I've tried this through disk management with no success and have also tried using Paragon Partition Manager 8.5 (says its Vista compatible) with the same result. In disk management it tells me I don't have enough space to do so, which is not true. In Partition Manger it just doesn't let me choose how much I want to free up and I hit a dead end.

Is there a way to do what I'm trying to do in Vista?

Okay, here's what he told me to do.

I can help with that Log on with an Administrator account, click the Start button (or whatever it's called nowdays ), and then type compmgmt.msc in the Search box and hit Enter. That'll bring up Computer Management.

Now go down the Computer Management to Disk Management and it'll show Disk 0, Disk 1, etc. Each one has a horizontal bar representing its capacity. If there's unallocated space, you can right-click it and do a New Simple Volume (aka a partition, roughly), and then you can right-click that afterwards and format it and give it a drive letter.

Did that work?
 
Alright, so it let me create the unallocated space via Disk Management (as I had tried before, but were for some reason unsuccessful), but now when I try and create a New Simple Volume with that unallocated space i get the error...

"The operation failed to complete because the Disk Management console view is not up-to-date. Refresh the view by using the refresh task. If the problem persists close the Disk Management console, then restart Disk Management or restart the computer"

I tried everything suggested there but still get the same error every time. Any possible solutions?

edit: btw, whenever i do attempt to create a New Simple Volume, the "Found New Hardware" pops up

Vista's disk management claims to allow you to shrink volumes, but the truth is your limited to shrinking the volume back to the first unmoveable file. In many situations you turn up with files Vista thinks are unmoveable. The feature (IMHO) is broken badly and need to be fixed.
 
I have a problem with a flash drive of mine. I installed backtrack 4 and have about 2 gigs of unallocated space. if i right click it in disk management all the options are grayed out except properties and help. Whats the deal?
