That's pretty much the proper explanation.
As for them being "dead," remember they were re-animated by the T-Virus.
At its core it's just a zombie movie, the how & why the zombies happen doesn't matter. T-Virus, overflow of hell, whatever you need to make the story run is fine. As long as the end result is a zombie shuffle shooting gallery it's all in good fun.
