Resets while loading windows

Apparent hardware problems had this box sitting cold for a month.
Now I'm trying to get it up again.

The problem is that it resets while trying to load windows in safe mode
(I'm using basic bios settings)

I could try doing a "repair" on my Win XP installation.
or is this hardware... RAM? CPU?

Ram is ocsystem pc2100 (but i never got it running stable at full speed)
Power Supply a Fortron FSP300-60ATV
Western Digital 120gig hd
 
I have had similar problems when I had:
- Bad RAM
- BAd hard drive
- Wrong BIOS settings. (I think that I booted in fail safe mode and then adjusted the settings one at a time until it booted.)
I doubt that it is the CPU.
