Question Requirements for AMD Game streaming?

I "had" a plan to use a cheaper, older box for 720p game streaming on my LAN to a smartphone, but it's not working out at all! I need some help.

First, I tried a low profile R7 250 in an old dell with a 4th gen i5 CPU. No matter what I tried, the phone just won't connect to the machine. (no, there's no issues with network or firewall - I checked into all that) I then started looking on google for the requirements and it seems older cards MAY not be compatible. But where's that magic cutoff? Am I supposed to be buying a 7900 XTX just to stream 720p content?

I proceeded to use a different system. A mini-HP computer with a 2400G APU. Yet again, the connection fails. 9 times out of 10. One time I connected successfully but got a message that game streaming is not supported. What gives? I cannot use AMD streaming with APUs now too?

Can someone chime in please?

PS: Oddly enough Parsec doesn't work either for both systems. Normally one would immediately think that I have a network/firewall/router issue. But I do not. My main PC(in sig) connects fine both with Parsec and through Moonlight.
 
As far as I know, it’s not supported with APUs, probably anything else RX 480 and higher is, I don’t know about the older stuff like 290X. It’s not the only function missing with APUs, recording is restricted as well.
