Requested resource in use - what does this mean?

When i go to network neighborhood and click on computers near me I get this msg: "Workgroup is not accessible. The requested resource is in use."

I'm running win 2k and this didnt happen before I formatted and reinstalled win2k.

What does this mean and how can i fix it?
 
Does this come up just after reboot? I have this sometimes come up just when w2k is coming online. I think its displayed due to some program or service that isn't completeing up yet. Most of the time I just wait a bit and then everythings fine. (I was just moving alittle to fast)
