Yes, as with other ‘firehose of falsehood’ tactics the purpose is not really to convince people that Trump won Arizona, it’s to delegitimize the process and make people decide the truth is unknowable. If they succeed you’ll be able to see it here by people #bothsides-ing the issue.

Once you convince people they can’t know who really won the election they won’t have nearly as large a problem with you stealing it.

Actually, it leads one to wonder why they picked the exact numbers they did given they obviously didn't actually look at or count all the ballots. Maybe some 4d chess move to throw out those "big scary numbers of vote inconsistencies that are critical" while keeping everyone "happy that biden won"?

Could have been rank incompetence. Also could be that they reached a certain point in counting the ballots, look at look at what was left over and where those remaining ballots came from, and concluded that a full count would possibly put Trump 1000 or more votes back from the official count. So they decided to call it a day, and hedge their bets by concluding that Trump only dropped by 99 votes from the official count.
