I'll be honest, I didn't read much more than the headlines, so I might have overstated.
If you are referring to what I think you are the deal is that the government said that services must be provided within so many days then didn't provide sufficient support so someone thought of a way around this by some technical means. It isn't that people were lazy but you can only treat so many people in a day. Saying "oh we're increasing your workload beyond capacity" doesn't make things work right.
