Back when Clinton was reforming welfare, they also opposed most of those cuts, and they've endorsed universal health care, too. This thread is just stupid.

Simple. It's about punishing women for engaging in what is perceived as immoral sexual behavior. It's the "if you do the crime, do the time" argument, where if the woman makes the choice to and presumably enjoys sex, she has to face the consequence of either raising a child or having to give it up for adoption. (Hence the exceptions for cases of rape or incest, where she presumably did not choose to have sex and nor did she presumably enjoy the act.)
