My friend had a computer that was restarting and locking up all the time. I looked in the CMOS (when I could actually get that far) and it showed temps of around 127F. I took off the HSF and looked at the thermal paste, which was all dried up and cracked from the heat. The HSF was cool to the touch, indicating that it was not getting good thermal conductivity with the CPU. After running to CC to buy some Antec Silver thermal compound (they were out
), I put it all back together because I couldn't do anything until I get some thermal paste. Then I noticed the true cause of the problem. The HSF clamping mechanism snaps onto a plastic frame around the CPU attached to the motherboard. The part that was attached to the mobo was broken on one corner, causing the HSF to not lay flat on the CPU. This is what caused the old thermal paste to burn up.
