Replacing NZXT X60

Hi, I have a I7 4790k and been using a NZXT X60. My idle temperatures are always in the 80c range (not overclocked). It goes down a little in Extreme mode. I tried replacing the thermal paste with the Noctua brand and I think I applied the correct amount paste but the temperature doesn't really change. Are all in one water coolers really any better then a regular CPU cooler? Thanks.
