My Iiyama E2208HDS is seemingly on its way out: When the monitor powers down due to idleness, it doesn't come back on again, despite switching it on and off. At the moment, if I pull the power out and plug it back in it comes straight back on first time, but I can't rely on that indefinitely.
I've just done a factory reset on the monitor in case that helps.
I tend to stick with Iiyama as I've had good experiences with their monitors as well as their customer service. I'm not looking for anything seriously expensive, and my budget is about £100 (UKP).
Normally I'd just go for another Iiyama TN display (usually an E2283HS is what I get for customers) as they have suited my needs well enough to date (browsing, office apps, gaming), but this time in this price point I have a couple more choices.
One of the choices I potentially have is to get a monitor with the FreeSync feature (I have an R9 380X, and a quick google suggests that the GPU supports this), as I understand it FreeSync is supposed to stop tearing (admittedly I normally game with vsync enabled to stop tearing so this isn't really a problem for me normally but anyway). Am I correct? Is it useful in the real world?

Another choice is an IPS model:

As I understand it, IPS gives better colour reproduction at the expense of display responsiveness and contrast, is this more or less correct?
I'm not willing to go higher than 22" due to physical space issues and 1080p is fine for me.
One thing I must check before buying is that I'm getting a matte screen. The official specs aren't helpful in this regard, though in previous experience Iiyama tend to use a different model prefix for glass monitors.
