Replacement 8RDA+ board won't power up

I just received a replacement 8RDA+ Rev 1.1 board from Epox. They sent this in lieu of returning my original motherboard that had bad capacitors. The capacitors on the replacement board look fine.

The board won't start the POST process. I had the board in the case with a new power supply and the original board's one stick of RAM, video card, processor/headsink & fan installed and the keyboard and mouse connected. The board is getting some power; when I plug a live Ethernet cable into the LAN port the port lights up.

I now have the board sitting on a piece of cardboard. Only the processor/heatsink & fan and one stick of memory are installed. I do have the power supply 20 pin connector and heatsink fan connected to the proper power connectors on the motherboard. I do not have any of the power, reset, HDD or other connectors plugged in; in addition there's no video card, keyboard, mouse, or floppy drive connected. When I "short out" the power switch with a screwdriver nothing happens.

I removed the battery from the motherboard and put the CMOS jumper in the "reset" position. No joy.

This board uses an old style 20 pin power connector. I am using a new power supply with an ATX12V v2.0 24 pin main power connector. Four of the power pins can be separated from the 24 pin main connector; I have done so because I don't need them.

As I mentioned in a separate post the new power supply is missing pin 18. I'm told that should not make a difference.

Suggestions?

Power supply incompatibility. I swapped in a power supply used in one of my other 8RDA+ machines and the replacement board powers up properly.

Will I be able to find an adapter or replacement old-style power supply for this board?

I'm guessing that an empty pin 18 did make the difference.
I am wrong; pin 18 makes no difference. I tried another power supply that was also missing power to pin 18; the motherboard booted properly.
