replaced explorer.exe with netscape.exe but???

I got 2 machines that just load up with netscape instead of explorer, but the problem is if a user closes netscape, there is just a blank screen and the next user doesn't know what to do. Is there a way of disabling netscape from closing somehow or get it to automatically reload if shutdown? All these machines need is a browser and this is just to help maximize security on these machines. ie stop people from loading software.

i know desktopX would let you do it...you could hide the taskbar n stuff and icons and then password protect destopX.....or run winnt (the real solution) or linux (sorry had to put that one ;))

desktopx ehh...i will look into that...i guess NT would be good but this machine is ancient already. linux would be good too if i knew how to use it :) thanks for the suggestions
