format c: is a high level format. Low level formatting is impossible these days - it can only be done at the factory on new drives. The closest you can get is a zero-writer from the manufacturer.
What I do to kill drives: (this assumes you have only ONE hard drive - the infected one)
Make a boot disk on an uninfected PC; use the Win98SE, no RAMdrive disk from
Bootdisk.com That should include the fdisk and format utilities.
Download
ZAP (a file from IBM), and put it on the disk. Now do the little write protect tab on the disk to keep it safe from infection.
Put the disk in the infected computer, and boot off the floppy.
At the command prompt, type in
zap 0, and confirm Yes. This'll take a fraction of a second to complete.
Now you should be able to Fdisk and format the drive again, using either the
fdisk and
format c: /u commands, or else boot off of a Windows CD, and do the disk setup/formatting through that.
This should kill the virus (and everything else) on the disk.
