Repair very old exercise bike?

I got a question. My mother's friend want to repair her old exercise bike. It sound like the leather velt between the pedal and the wheel is broken. Any suggestion or buy a new one?

Are you the drive belt is leather? Can you get a pic of the other side?

This one uses a chain and appears to be from a similar era.
